Heat skillet with 1 TBSP olive oil. When oil is hot, add whole dried red chilis and 4 cloves of garlic.
When garlic has slightly browned, add sliced onions to the pan. Sauté until onions are translucent.
Now add all of the spices - cayenne, turmeric, cumin, and salt. Sauté spices together with the onions for a couple of minutes until spices are infused.
Add one whole bag of frozen green beans (I use a 16 oz bag), or fresh green beans. Cover and cook for about 15-20 minutes, stirring throughout. Dish will be done when green beans are tender.
